Milieu is proud to contribute to the Study supporting the drafting of a legal instrument to implement the BBNJ Agreement in the European Union, carried out under the CINEA Single Framework Contract for technical, legal, scientific, and logistical support for the ratification and early implementation of the High Seas Treaty.
As part of a broader consortium, Milieu will focus on the development of a robust Environmental Impact Assessment (EIA) framework – a critical component of the BBNJ Agreement, aimed at protecting marine biodiversity in Areas Beyond National Jurisdiction (ABNJ).
Our contribution will include:

Identifying activities in ABNJ that would fall under the scope of the BBNJ Agreement

Analysing and comparing relevant international and EU legal frameworks

Proposing thresholds and criteria for effective EIA implementation

Supporting the drafting of a legal instrument to align EU law with the Treaty’s objectives
This work is essential to ensuring that human activities in international waters are sustainable, science-based, and aligned with the EU’s commitments under the European Green Deal and the International Ocean Governance Agenda.
