Dr Alena Kozlová-Prescott is a Czech national who has been working as a legal analyst at Milieu since March 2025. She is a lawyer specialising in EU law, with an emphasis on the rule of law, fundamental rights, digitalisation and justice reform in the context of EU enlargement. She holds a PhD in International and European Law, an Advanced LL.M. in European and International Human Rights Law (cum laude), an MA in International and European Law (summa cum laude), and a BA in Human Rights. Dr Kozlová-Prescott has over seven years of experience in legal and policy analysis, including as a desk officer at the European Commission’s Directorate-General for Justice and Consumers, where she advised Montenegro and Georgia on aligning their judicial frameworks with EU law. She led the Montenegro chapter of the 2024 EU Rule of Law Report and contributed to two Enlargement Package cycles, assessing the judiciary and fundamental rights. As a PhD Research Fellow and lecturer in EU law, she conducted research on how judges influence the development of judicial independence standards in backsliding EU Member States. She edited a peer-reviewed journal and contributed to research activities, including through publications and projects. She gained further experience as a Blue Book Trainee, interning at the Czech Permanent Mission to the UN and in the NGO sector. Building on this, she participated in UN models and a military simulation on humanitarian law. She speaks English, Czech, and French, with working knowledge of Slovak and Polish, and is currently learning Swedish.
