Our compliance assessment studies support the Commission’s work in preparing infringement procedures, reviewing the implementation of EU law, and conducting future evaluations\. - [Studies on implementation and enforcement](https://www.milieu.be/services/studies-on-implementation-and-enforcement/): We believe that ‘law without enforcement is just good advice’ \(Abraham Lincoln\)\. Effective implementation and enforcement are essential to ensure that legislation achieves its objectives\. For EU policies to deliver results, EU law must be implemented and enforced in the Member States\. Since 2003, Milieu has supported the European Commission to assess whether directives and regulations are properly implemented and enforced\. - [Policy\-focused Event organisation](https://www.milieu.be/services/policy-focused-event-organisation/): Milieu has extensive experience in organising and facilitating policy\-focused events that support evidence\-based decision\-making and strengthen dialogue between EU institutions, Member State authorities, stakeholders and the wider public\. We have delivered a wide range of formats, from high\-level workshops and expert roundtables to online webinars, focus groups and in\-person events in Brussels and across the Member States\. These events play a crucial role in translating policy into practice, providing an interactive space where complex issues can be discussed, clarified and brought to life\. - [Guidance](https://www.milieu.be/services/guidance/): EU legislation must be flexible enough to be relevant and workable across all Member States\. Accordingly, the legislation is not always very prescriptive and implementation can be complex and challenging for authorities and stakeholders\. - [Stakeholder consultation](https://www.milieu.be/services/stakeholder-consultation/): Stakeholder consultation is a cornerstone of participatory policymaking in the EU\. Engaging citizens, businesses, civil society, experts, and public authorities helps ensure that policies reflect diverse perspectives, are grounded in real\-world experience, and respond to needs across Member States\. Effective consultation enhances transparency, legitimacy, and accountability, and contributes to more relevant, practical, and impactful EU policies throughout the policy cycle\. ## Sectors - [Energy](https://www.milieu.be/sectors/energy/): The 2025 State of the Energy Union report published by the European Commission emphasizes that energy policy is crucial for European competitiveness, security and the move towards climate neutrality by 2050, as well as for strengthening the European Union \(EU\)'s energy independence and resilience in an increasingly complex geopolitical context\. - [Transport](https://www.milieu.be/sectors/transport-2/): An integrated transport sector is vital for the free movement of individuals, services and goods in the European Union \(EU\)\. Transport was among the first common policies of the EU, reflecting the importance of a strong EU transport network to support trade, economic growth and job creation\. - [Justice and home affairs](https://www.milieu.be/sectors/justice-and-home-affairs/): Justice and home affairs \(JHA\) is a wide\-ranging and rapidly evolving area of European Union \(EU\) policy, encompassing the Union's efforts to build a common area of freedom, security and justice for its citizens and residents\. It spans a broad set of interconnected policy fields, from migration, asylum and border management to judicial cooperation in civil and criminal matters, police cooperation, the fight against organised crime and terrorism and the protection of fundamental rights - [Human and Animal Health](https://www.milieu.be/sectors/health-and-animal-welfare/): Europe faces significant and interconnected challenges in human and animal health\. Human health is widely recognised as a human right and a prerequisite for inclusive and sustainable economic growth, while animal health is essential to food safety, resilient food systems, biodiversity and disease control\. Animal welfare is also a core consideration in European Union \(EU\) policy, reflecting Article 13 of the Treaty on the Functioning of the European Union \(TFEU\)’s recognition of animals as sentient beings\. - [Environment and climate change](https://www.milieu.be/sectors/environment-and-climate-change/): Milieu supports European Union \(EU\) institutions, public authorities and other organisations in designing, implementing and evaluating environmental and climate policy\.
