Connecting Europe through smarter transport
An integrated transport sector is vital for the free movement of individuals, services and goods in the European Union (EU). Transport was among the first common policies of the EU, reflecting the importance of a strong EU transport network to support trade, economic growth and job creation. Since the mid-20th century, the EU and its Member States have opened State-owned transport markets and removed unnecessary legal, administrative and technical barriers to achieve a single transport area. This has involved the development of a trans-European transport infrastructure network, setting common technical, safety and security rules, the protection of passenger rights and worker rights, and measures to limit the impact of transport on the environment. More recently, policy attention has focused on topics such as strengthening vehicle emissions’ limits, road pricing, alternative fuels and clean mobility.
The EU transport law acquis covering the four modes of transport (air, road, rail, waterborne) is a complex framework of legislation and policy. Milieu has supported the European Commission on transport policy since 2014.

This project supports the European Commission to monitor the conformity of national laws, regulations and administrative provisions in transposing the Rail Interoperability Directive and the Rail Safety Directive (both enacted on 11 May 2016). Such monitoring enables the Commission to identify potential infringements and, where necessary, initiate legal proceedings before the Court of Justice of the European Union (CJEU).

Carbon pricing in tolls and user charges: an assessment of implementation and coherence with emissions trading and energy taxation — European Commission, Directorate-General for Mobility and Transport (DG MOVE)
This project supports the European Commission to monitor the implementation of the Tolling Directive, as amended by Directive (EU) 2022/362, on the charging of heavy-duty vehicles for the use of certain infrastructures across all EU Member States, by providing the evidence and analysis needed to draft the required implementation report by the 25 March 2027 deadline. Milieu is leading the comparative analysis across the Member States, mapping national practices in fuel taxation and road transport charges, particularly related to carbon pricing, and supporting data collection through targeted surveys and interviews.

TThe BAR requires national authorities to assess the full range of noise reduction measures before imposing flight restrictions around airports. This project supports the European Commission to evaluate the BAR by providing the evidence base needed for a potential future revision against the five Better Regulation criteria. Milieu is focusing on the effectiveness, coherence and EU added value criteria, leading the assessment of BAR implementation and the consultation activities.
