Since 2003, we supported the European Commission in its task to ensure that EU legislation is fully and correctly transposed and implemented in the Member States. Our compliance assessment studies support the Commission’s work in preparing infringement procedures, reviewing the implementation of EU law, and conducting future evaluations.
Our methodology for compliance assessment ensures that we deliver high-quality, harmonised legal analysis with maximum comparability across all 27 Member States. We have successfully applied a simplified version of our methodology in legal alignment projects for candidate, potential candidate, and associated third countries. In addition to assessing the completeness and correctness of transposing measures, we frequently examine the practical implementation of EU law at national level, identifying administrative and operational challenges that might hinder proper application.

Milieu holds several framework contracts with key directorates-general (DGs) of the European Commission to provide compliance and implementation assessment studies, including the Directorates-General for Environment (DG ENV), Migration and Home Affairs (DG HOME), Justice and Consumers (DG JUST), Financial Stability, Financial Services and Capital Markets Union (DG FISMA), Energy (DG ENER), Mobility and Transport (DG MOVE), Health and Food Safety (DG SANTE), Employment, Social Affairs and Inclusion (DG EMPL) and Internal Market, Industry, Entrepreneurship and SMEs (DG GROW).
