Evaluations and fitness checks

Evaluations and fitness checks are central to the EU’s commitment to evidence-based policymaking as set out in the Better Regulation Guidelines and the Commission’s “evaluate first” principle. This approach requires that existing policies, legislation and programmes undergo rigorous assessment before any proposal for revision is considered. For EU institutions, these exercises ensure that interventions continue to address real needs, deliver value and remain effective in a rapidly changing policy landscape.

Milieu supports the Commission and other EU bodies throughout the full evaluation cycle. Our evaluations combine qualitative assessment with quantitative techniques, including cost–benefit analysis, effectiveness and efficiency assessments, intervention logic testing and comparative analysis across Member States. This allows us to identify what does/does not work, and why. We translate complex findings into clear, evidence-based conclusions that support EU decision-makers to determine whether an intervention remains fit for purpose, requires adaptation or should be fundamentally rethought.
