Jennifer McGuinn
Director
Jennifer joined Milieu in 2010 and has over two decades of professional experience supporting EU institutions through high-quality policy analysis, evaluation and impact assessment. Her educational background in policy and economics underpins a career focused on evidence-based decision-making across a wide range of EU policy areas.
At Milieu, Jennifer provides strategic direction and hands-on leadership for complex studies for the European Commission, the European Parliament, the European Investment Bank and other EU bodies. She has acted as project director, evaluation lead and methodological advisor on numerous evaluations and impact assessments conducted under the EU Better Regulation framework. Her core areas of expertise include environment and sustainable development, energy and transport, Cohesion Policy, and social policies, including fundamental rights, with a strong ability to work flexibly across policy domains while maintaining methodological rigour.
Earlier in her career, Jennifer held senior roles in international organisations and worked directly with regions and municipalities across Central and Eastern Europe on environmental policy, investment preparation and capacity building. This experience continues to inform her strong understanding of policy implementation on the ground and of the challenges faced by public authorities.
Through her leadership, strategic perspective and broad policy expertise, Jennifer plays a key role in supporting Milieu’s work at the interface between EU policy design and practical implementation.
