Agnieszka Markowska

Associate Senior Advisor

Agnieszka is an environmental economist holding a PhD degree in economics from Warsaw University and a Master of Public Affairs from Indiana University. She has collaborated extensively with Milieu since 2013. Agnieszka has over 20-years’ experience in environmental policy analysis and evaluation. Her main topical areas of expertise are biodiversity, water management and forestry. She has vast experience in analysing funding instruments for environmental protection and she is knowledgeable with the EU Better Regulation framework. With Milieu, Agnieszka has contributed to numerous projects involving primarily evaluation of diverse EU policies in fields of environment and climate. She is an experienced project and task manager. Her work involves quantitative and qualitative analysis, carrying out various forms of stakeholder consultations, analytical drafting and formulation of policy recommendations. In several projects she also undertook the role of a country expert for Poland. She is a native Polish speaker with proficiency in English. Since 2024, she has been involved as an independent evaluator in the assessment of tenders submitted for funding from the EU Horizon Europe programme. Agnieszka is a member of the Warsaw Ecological Economics Centre, which is a research institute operating within the Faculty of Economic Sciences at the University of Warsaw. She periodically contributes to research and publishing activities of the Centre.
