Diana Nacea

Diana’s professional focus is primarily on EU financial services and banking, while also covering other diverse areas as a national legal expert (i.e., energy, transport). Her main work involves reviewing Member States’ legal frameworks, assessing EU law transposition, and evaluating the alignment of candidate countries’ legislation with the EU acquis. In this capacity, she contributes to compliance assessment projects and studies for the European Commission (i.e., DG FISMA, DG JUST, DG MOVE, DG ENV) and other EU institutions. Before joining Milieu, she worked for over five years in the financial industry in Luxembourg, where she assisted with financial compliance implementation, including financial restrictive measures. During her earlier professional career, she gained experience in public and private practice in Spain. She holds a five-year law degree from the University of Complutense (Madrid), where she qualified as a Spanish lawyer and obtained scholarships for academic excellence. In 2024, she qualified in Luxembourg law after successful examination of the CCDL. She specialised in European law through an LL.M at the University of Carlos III in Madrid and at the University of Amsterdam, followed by studies at the Spanish Diplomatic School and at Ludwig Maximilians-Universiteit in Munich. Earlier in her career, she trained at the Legal Service of the European Commission and in the Cabinets of two Judges at the General Court of the European Union. Alongside her professional activities, she regularly contributes to legal debate through publications focusing on legislative drafting and comparative analyses of the legal systems of EU Member States. Her work has notably addressed EU legal principles and financial restrictive measures and has received formal recognition from legal practitioners (i.e., award granted by the Madrid Bar Association, within the European and International Law category).
