Associate Senior Advisor
Filipa started working with Milieu in May 2022. She is a qualified lawyer, with substantial experience working with and for the European institutions, bodies and agencies. Her core areas of expertise are fundamental rights protection, access to justice, EU and constitutional law, and more broadly justice and home affairs’ topics. She regularly works on other policy areas, such as labour mobility, employment and financial law. As a Senior Associate, her tasks include conducting legal and policy research and analysis on EU matters; drafting of legal and policy reports and/or studies, and quality assuring deliverables; providing expertise on Portuguese law; and managing or supporting project management. Prior to joining Milieu, Filipa worked for the Portuguese Ministry of Justice where she was responsible both for negotiating EU acts and ensuring their implementation at national level and was directly involved in the Portuguese Presidency of the Council of the EU in 2021. She also worked in law firms in Portugal and was a stagiaire at the European Court of Human Rights. Filipa holds a law degree, from the University of Lisbon, in Portugal, and a master’s degree in international human rights law from the same university. Besides her native Portuguese, Filipa speaks English fluently and has a good command of Spanish and French, as well as a good understanding of German.
