Maxime Moulac

Associate Senior Advisor

Maxime Moulac is a Senior Associate with comprehensive experience in European Union law, specialising in health and digital topics. His work relies on a strong academic background, with Masters of Law (LL.M.) from universities in France, Germany and the Netherlands. Since working with Milieu from 2020, he has acquired a broad range of skills and methodologies to analyse and assess the EU’s regulatory frameworks and policies. Maxime contributed to several studies and projects for the European Parliament (Committees EMPL, SANT, COVI, ENVI, PETI), the European Commission (DG EMPL, DG SANTE, DG HERA, DG CONNECT), and EU agencies (HaDEA, ELA, EISMEA). He has solid knowledge of the national legal frameworks in French- and German-speaking countries (in particular France, Luxembourg, Germany, Austria), and supported a substantial number of conformity studies for the Commission, reviewing the adequacy of Member States’ legal frameworks and transposition of EU law, in various fields. Combining topical expertise with project management experience, he coordinates research and teams of researchers across all EU Member States, and third countries. His professional activities focus on occupational safety and health, various fields of public health, including pharmaceutical legislation, and the intersection of digital technologies with the protection of EU citizens. He co-authored a number of key studies and reports, integrating both legal analysis and policy insights, to support evidence-based decision-making and to formulate actionable recommendations in line with the Better Regulation principles.
