Paola Banfi

Paola Banfi joined Milieu in 2012 and works on EU environmental and maritime policy, with particular expertise in policy evaluation, implementation support and the integration of environmental objectives across sectors. Her work focuses mainly on marine and water policy, including the Marine Strategy Framework Directive and the Maritime Spatial Planning Directive, as well as broader issues related to sustainable development and policy coherence.
She contributes to and coordinates complex analytical studies, evaluations and impact assessments for EU institutions, including the European Commission, the European Environment Agency and CINEA. Her areas of specialisation include environmental law and policy analysis, Better Regulation methods, stakeholder consultation and the assessment of how environmental considerations are integrated into planning and public investment. She has extensive experience managing multidisciplinary research activities, coordinating international teams of experts and delivering evidence-based outputs that support the implementation and evaluation of EU legislation.
Before joining Milieu, Paola worked on EU environmental and cohesion policy at the Institute for European Environmental Policy and completed a traineeship at the European Investment Bank, focusing on environmental assessment and the integration of sustainability into public investment programmes.
She holds an MSc in Administration and Public Policies and a BA in International Relations and European Institutions from the University of Milan. Paola speaks Italian (native), English (fluent) and French (working proficiency).
