Ela Omersa

Associate Manager

Ela Omersa started working with Milieu in 2019, specialising in EU digital policy, data protection, and employment law. Her work centres on the legal and policy implications of digitalisation, supporting EU institutions through rigorous legal research, comparative analysis and impact assessment. As a Senior Associate, she manages complex studies examining the implementation and effectiveness of EU legislation in accordance with the Better Regulation Guidelines. Her expertise covers data protection, artificial intelligence, intellectual property enforcement, consumer protection, labour law and the protection of fundamental rights in employment contexts. Her prior professional experience includes working at international law firms and completing a legal traineeship at the Higher Court in Ljubljana, where she advised on regulatory, commercial and employment matters. This background provides her with a strong grounding in both legal practice and regulatory interpretation. She holds a law degree from the University of Ljubljana and an LL.M. in EU law from Utrecht University. She is qualified to practise law in Slovenia and is a certified Data Protection Officer. She is fluent in Slovenian and English, has professional proficiency in German, and has a good knowledge of Croatian and Dutch.
