Inès Carter

Inès Carter is a French and British national who joined Milieu in May 2025. She holds a master’s degree in environmental law and an LLM in international law, and specialises in marine law and policy, environmental law, the law of the sea and economic environmental law. At Milieu, she contributes to projects (including studies, impact assessments and conformity check) in these areas.
Passionate about environmental litigation and more specifically climate litigation, Inès also volunteers as a peer reviewer for France and the European Court of Justice at the Sabin Center’s Climate Litigation Database (Columbia University).
Before joining Milieu, she supported policy and legal work at the Council of Europe, within the Department of the Reykjavík Process on the Environment and the Bern Convention. She also worked as a legal research assistant at the Institut Jean Nicod (École Normale Supérieure / CNRS / EHESS), focusing on research in the law of the sea.
Inès is fluent in English and French.
