Lucie Meura is a Belgian legal expert has been working with Milieu since 2013. She holds an LL.M. in Global Environment and Climate Change Law from the University of Edinburgh and a Master in Public Law from the Université Libre de Bruxelles. Her background is rooted in the complex interactions between environmental objectives and socio-economic development. Lucie’s core expertise lies in environmental and energy regulation, where she works on complex projects related to industrial emissions, waste management, and the circular economy. She has extensive experience in energy law, focusing on the permit-granting processes for trans-European energy infrastructures, energy efficiency, and the safe management of spent fuel. Her sector-specific knowledge further encompasses water policy, chemicals regulation, public health and the protection of marine environments. Additionally, Lucie provides legal support in the areas of justice and home affairs, specifically regarding fundamental rights and organised crime, as well as financial services. Her work focuses on the application of rigorous analytical methods to support the EU policy cycle. Lucie specialises in conducting complex conformity and completeness studies to assess the transposition of EU law into national legislation across multiple Member States. She is also highly experienced in carrying out evaluation studies, impact assessments, and stakeholder consultations to evaluate the effectiveness of EU regulatory frameworks. A native French speaker, Lucie is also fluent in English.
