Lucille Paltriguera joined Milieu in 2023 and specialises in economic analysis and policy evaluation, with particular expertise in environmental and natural resource economics. She holds an MSc in Natural Resource and Environmental Economics and a BSc in Economics, both from UK universities (University of Birmingham and University of Hull respectively). At Milieu, Lucille works on projects involving evaluation of EU environmental policies, with particular focus on marine, coastal, and water resources’ management, forestry, and ecosystem services. Her work involves economic and efficiency assessments, policy compliance analysis, and the application of EU Better Regulation Guidelines. She has experience with developing assessment methodologies and stakeholder consultations, and translating complex analytical findings into policy recommendations for EU institutions including the European Commission, the European Parliament and the European Committee of the Regions. Lucille’s areas of expertise include socio-economic analysis of EU environmental directives, particularly the Marine Strategy Framework Directive and Maritime Spatial Planning Directive. She specialises in cost-benefit analysis, natural capital valuation, and sustainability assessment. Before joining Milieu, she worked in the UK water sector developing strategic investment frameworks and economic assessment models, and provided evidence-based advice to government bodies on marine protected areas, fisheries and environmental legislation implementation. She is a native English speaker with intermediate proficiency in French.
