Véronique Bruggeman
Senior Manager
Véronique joined Milieu in 2013 and serves as a Director, bringing deep expertise as a Belgian-qualified lawyer in EU and national law and policy – spanning energy and environmental law (including climate change), financial services, labour and social law, and corporate and insolvency matters. A PhD in comparative and behavioural law and economics from Maastricht University, and a magna cum laude LL.M. in European, international, and comparative energy and environmental law from KU Leuven, plus early roles at an international law firm and a U.S. catastrophe modelling firm have shaped her integrated perspective on law, policy, insurance, and risk. At Milieu, Véronique has delivered impactful studies for the European Commission (notably DG FISMA, DG ENER, DG CLIMA, DG JUST, DG GROW, DG HOME), the European Parliament, EU agencies (FRA, ELA, EISMEA, EFRAG), and clients such as the World Bank—including compliance assessments, alignment checks, evaluations, workshops, pilot projects, mapping and analyses, across EU Member States and select third countries. Her key reports blend legal analysis with policy insights, driving evidence-based decisions and practical recommendations under Better Regulation principles. Fluent in Dutch, English, and Spanish, Véronique connects EU policy goals with national realities through sharp insight and leadership.
